Responsibilities

This position will function as the Advisory and Assistance Services (A&AS) Product Manager for Information Technology (IT) systems for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR) Directorate.  The Primary focus will be to support the development and implementation of an Integrated Master Schedule (IMS) but will also support other CTR-specific IT systems.  This position is within the Program Integration Department (CT-PI).  CTR supports U.S. national security by preventing the acquisition, proliferation, and use of WMD, related materials, technologies, and expertise.  The cooperative nature of CT's efforts contributes to stability, cooperation, and expanding U.S. influence in partner states and their regions.  PI’s Department provides integrated support services to the entire CT directorate and offices in 22 countries.

 

CTR is in the process of developing and implementing an IMS across the CTR program.  This IMS will start with acquisition projects.  Other types of projects and events will be incorporated into the IMS incrementally.  The Product Manager is part of a team of professionals implementing the IMS and coordinates daily activities associated with the development and implementation of the IMS, in conjunction with other systems being maintained and enhanced by our development team.  The Product Manager is responsible for facilitating IMS Working Group discussions, working with system developers to ensure the systems used for the IMS have appropriate functionality, and working with departments to develop the IMS toolset, as well as, to train appropriate personnel and sustain the IMS.  The Product Manager will also support the change management process and Change Control Board (CCB) for the CTR IT systems, to aid in prioritization of the development team workload. 

 

 

DUTIES

  • Organize and facilitate the CT IMS Working Group discussions and other ad hoc discussion for CTR IT systems.
  • Leverage strong project management skills to coordinate efforts and complete tasks on time, while identifying and engaging with the right stakeholders and working across functions and departments to ensure the success of the IMS project.   
  • Coordinate the organization, design, development, and maintenance of the IMS for programs across CTR.
  • Analyze project progress and, when necessary, adapt scope or timeline to achieve optimal results.
  • Assign roles and tasks to working group team members based on their individual strengths and abilities.
  • Create and maintain comprehensive project documentation, plans, and reports.
  • Develop, in coordination with subject matter experts, system requirements documents, system testing plans, and other documentation as needed to develop IT systems and to ensure the systems comply with DoD IT system requirements.
  • Help build the skill sets of the CTR community with regard to the effective use of an IMS.
  • Present IT system status and topics, particularly topics associated with the IMS, to CTR senior leadership.
  • Support program managers across CTR in organizing and facilitating program planning activities by defining, developing, analyzing, and maintaining project schedules.
  • Resource load and continuously analyze the IMS to identify the critical path for CTR projects, including major acquisition projects.
  • Ensure that the IMS can track the progress of projects and incorporates tools to aid program teams in identifying schedule slacks and potential delays.
  • Manage the IMS change management process.
  • Proactively identify and communicate schedule dependencies, impacts, and risks to the program management team.
  • Work collaboratively with program functional teams, integrated project teams, peer planners, and other stakeholders to review and understand schedule inputs/updates and address identified gaps and issues.
  • Manage the CTR IT System Change Control Board (CCB) process and maintain comprehensive documentation of approved priorities.
  • Other duties as assigned.

Required Qualifications

 

  • Bachelor’s degree (B.A./B.S.) or Masters degree and 3 to 10 years of related experience
  • Familiarity with project management and acquisition processes
  • Proficient with Microsoft Office Tools
  • An ability to prepare and interpret flowcharts, schedules and step-by-step action plans
  • Solid organizational skills, including multitasking and time-management
  • Strong client-facing and teamwork skills
  • Experience in coordinating teams and clients
  • Ability to work independently and collaboratively
  • Strong written, verbal, and presentation skills
  • Must be eligible to hold or currently hold a DoD SECRET clearance.

DESIRED SKILLS and QUALIFICATIONS

  • Experience working with the Department of Defense
  • Experience working with international partners and international organizations
  • Professional certification such as PMP (Project Management Professional)
  • Strong working knowledge of project management tools
  • Knowledge of an agile framework or method (i.e., Scrum, Kanban), or understanding of software development life cycle models as well as in-depth knowledge of traditional project management principles and practices
  • Experience with Authority to Operate (ATO) and other requirements for DoD IT systems.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $74,500.00 - USD $116,425.00 /Yr.
