This position requires an active Secret clearance.  

 

The Deputy Technical Product Manager will provide support to the customer by managing the development of products including the resource management, product strategy (physical or digital), functional requirements, and releases. Coordinates work done by functions (like software engineers, data scientists, and product designers). You will work as part of a team with other contractors, government civilians, and military personnel in an agile environment.

Responsibilities

The Deputy Technical Product Manager duties may include:

  • Analyze user needs and software requirements to determine feasibility of design within time and cost constraints.
  • Confer with systems analysts, engineers, programmers, and others to design application and to obtain information on project limitations and capabilities, performance requirements, and interfaces.
  • Define project scope and objectives based on customer requirements.
  • Provide advice on project costs, design concepts, or design changes.
  • Manage the translation of functional requirements into technical solutions.
  • Ability to interpret and translate customer requirements into operational capabilities.
  • Supervise and assign work to programmers, designers, technologists and technicians and other engineering and scientific personnel.
  • Skill in managing client relationships, including determining client needs/requirements, managing client expectations, and demonstrating commitment to delivering quality results.
  • Coordinate and manage the overall service provided to a customer end-to-end.
  • Orchestrate the various activities associated with ensuring that a product is delivered that meets users’ needs.
  • Create integrated vision, roadmaps, and strategies to enable product delivery.
  • Identify, mitigate, and manage dependencies and risks.
  • Knowledge of end to end product development processes.
  • Interact professionally with clients/internal teams; gather requirements and document the work in a ticketing system, designing and implementing new feature additions and improvements. 
  • Utilize industry standard tools such as Gitlab for code version control, project management, product requirements, and user documentation.
  • Work directly with the customer to gather requirements and product feedback for future iterations.
  • Support capabilities briefings for military personnel.
  • Strong ability to analyze business requirements and create solutions. Ability to troubleshoot problems and provide timely resolutions.
  • Clearly communicate with product owners to understand business concerns and demonstrate proposed solutions for acceptance.

Core KSATs for DOD Cyber Workforce Framework:

  • Knowledge of computer networking concepts and protocols, and network security methodologies.
  • Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
  • Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.
  • Knowledge of cybersecurity principles.
  • Knowledge of cyber threats and vulnerabilities.
  • Knowledge of specific operational impacts of cybersecurity lapses.
  • Knowledge of cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).
  • Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments.

Qualifications

  • 7+ years of product or technical program management experience.
  • DOD Cyber Workforce (DCWF) 8140 (802) IT Project Manager role: A BS degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution fulfills the educational requirement for this WRC (conferred within 5 years) -OR- able to prove continuous relevant work experience.
  • Knowledge of capabilities and requirements analysis.
  • Knowledge of system life cycle management principles, including software security and usability.
  • Knowledge of software related information technology (IT) security principles and methods (e.g., modularization, layering, abstraction, data hiding, simplicity/minimization).
  • Performance in managing client relationships, including determining client needs/requirements, managing client expectations, and demonstrating commitment to delivering quality results.
  • Experience in coordinating and managing the overall service provided to a customer end-to-end.
  • Developed integrated vision, roadmaps, and strategies to enable product delivery.
  • Experience in identifying, mitigating, and managing dependencies and risks.
  • Knowledge of end to end product development processes.
  • Experience with leadership, management, overseeing tasks and teams, providing issue resolution, and providing expert guidance and direction.
  • Demonstrated ability to use MS Office Suite to include Word, PowerPoint, and Excel.
  • Superior communication skills, both oral and written.
  • High energy, enthusiasm, tact, ability to effectively interact with senior executives from Government and industry.
  • Ability to create and foster a cooperative work environment.
  • Self-directed, detail oriented in completing assigned tasks, able to adapt to changing work efforts and manage impact of shifting priorities.
  • Availability for occasional travel.
  • Active Secret clearance required.
